Overview 

BRIC needed to demonstrate the effectiveness of its Ward 5 Drug Free Coalition while simultaneously navigating a complex consolidation of the Wards 7 and 8 coalitions. The stakes were high—sustained funding, organizational structure, and community trust all depended on getting the evaluation and strategy right.
