Evaluating a Harm Reduction Program to Sustain Funding and Expand Services 

Overview 

County leadership and state funders needed credible evidence that a syringe services program was working—and worth continued investment. Too often, programs like this lose funding not because they fail, but because their outcomes go unmeasured. 

I led a full program evaluation to provide the documentation decision-makers needed to act with confidence. 

The Challenge 

The county needed a rigorous, defensible evaluation of its syringe services program to satisfy both local leadership and state-level funders. Without structured evaluation data, the program faced funding uncertainty despite demonstrated community need.
