Overview 

The county needed to know whether its investment in housing and energy improvements was paying off—and how to measure that going forward. Before any evaluation could happen, the right people and systems had to be in place to generate credible data. 

The Challenge 

Queen Anne's County needed an evaluation framework for its housing and energy improvement program, but required specialized testers familiar with the measurement software before evaluation work could begin. Recruitment and coordination of this expert team was as critical as the evaluation itself.
